Event No. - RBI/Mumbai Regional Office/HRMD/16/24-25/ET/915 The pre-bid meeting of the e-Tender for providing Advance Life Support (ALS) Ambulance Services to Bank’s Offices at Mumbai for FY 2025-26 was held on February 28, 2025, at 11:00 AM. The meeting was conducted offline at Bank’s premises and was attended by two prospective bidders. Shri Subhan Basha D.B., AGM, CES presided over the meeting. The list of participants is given in Annex. 2. At the outset, the AGM welcomed the participants and briefly explained the various aspects of the tender process and Bank’s requirements. The participants were advised to go through the tender document thoroughly before submitting the tender online and to comply with the guidelines and terms and conditions mentioned therein. The bidders were also advised not to wait till the last date for submitting the technical bids and price bids to avoid any last-minute glitches. Thereafter, he invited queries from the prospective bidders. 3. The major queries put forth by the prospective bidders and the clarification provided are tabulated below: | Sl. No. | Queries | Clarification | | 1. | Is there any relaxation on EMD to MSMEs? | Relaxation on EMD for MSME registered vendors shall not be available since the estimated value of the tender is above Rs. 10 lakhs. | | 2. | If salary of ambulance crew increases after 6 months, who bears the additional cost, the service provider, or the buyer? Also, please confirm the per day wages of driver and paramedic according to the minimum wage. | The bidder shall ensure Minimum Wages, ESI, employee compensation, EPF contributions, etc., as per applicable laws. The Bank shall pay only the price quoted and applicable GST, if any. Under no circumstance, a request for alteration in the rate shall be accepted/ considered during the currency of the contract. Any conditional quotations / offers will not be accepted. Vendors shall refer to Para 59 (Statutory Liabilities) and 74 (Appointment of Vendors) of Term and Conditions of the tender. | | 3. | As ambulances require maintenance every 3 months, whether the Bank shall allow unavailability of the ambulance for 05 days for repair and maintenance without penalty? | During the tenure of duty, the Vendor shall ensure availability of ambulance service to the Bank without failure. Ambulance due for maintenance activity shall be replaced with serviceable ALS ambulance as per the terms and conditions of the tender. | | 4. | Whether the price quote be submitted with or without GST? | Rate quoted shall be exclusive of GST. | | 5. | Within how many days of winning the contract, the bidder has to deploy the ambulance? | The Successful Vendor shall commence the work from April 01, 2025. | | 6. | The ambulance to be deployed should be in the name of the service provider only, or ambulances registered in someone else's name will also be accepted? | The ambulance must be registered in Vendor’s name only. | | 7. | Who will bear the cost of medicines and consumables required for the ambulance? | The Bank shall pay only the price quoted and applicable GST, if any. The Vendors are advised to submit the price bid accordingly. | 4. The above clarifications are issued for the information of intending bidders. Minutes of the pre-bid meeting shall form part of the tender document / agreement. All the terms and conditions and specifications of the tender document and corrigendum issued, if any, shall continue to remain the same. Hence, it shall be signed and submitted along with the tender by the bidders. Submission of bids shall be construed to be in conformity with the bid document and the above clarifications. 5.
