Corrigendum cum Minutes of Pre-Bid Meeting - Facility Management Service & Comprehensive Annual Maintenance Contract for Computer Hardware, Software and Peripherals at RBI, Nagpur

Tender No.: RBI/Nagpur Regional Office/others/5/24-25/ET/996[AMC and FMS of DIT Nagpur]

As per the schedule of the tender a Pre-Bid Meeting was conducted on March 06, 2025, 11:00 AM at Reserve Bank of India, Nagpur. The following staff members of RBI and representatives of the prospective bidders were present during the pre-bid meeting:

The following queries / issues were raised / discussed during the pre-bid meeting. The clarifications given by the Bank with respect to each of these queries / issues are as follows:

1. As per point No. 11 of Section III - Eligibility Criteria related to ISO Certification: The bidder should have a valid ISO 20000 Certification (Accreditation for IT Service Management). Whether ISO 9001-2015 certificate will be a valid certification for bidding. ISO 9000/9001 certification related to Maintenance Services of Computers / Peripherals will be considered as valid for bidding.
2. As per Annex-X of the tender Client’s certificate is required to be obtained.

a) Whether it is mandatory to submit the client certificate in the same format?

b) Whether it is mandatory to submit the client certificate in a sealed envelope of the client?

c) Whether the scanned copy of the client certificate needs to be uploaded on the MSTC Portal as part of Part-I documents.
a) It is preferable that the client certificate is obtained in the format given in Annex X. However, the client certificate in other format would be accepted provided it contains all the required information.

b) & c) Scanned copy of Client certificate may be uploaded as part I documents. Accordingly, it is not required to submit the client certificate in a sealed envelope.
3. As per point No. 10 of Section III - Eligibility Criteria, related to debarment and pending insolvency case, whether there is any specific format? No specific format has been prescribed by the Bank. The bidder needs to submit a declaration in this regard.
4. a) At the end of warranty period, whether the asset will automatically become part of CAMC?

b) Whether the cost of such additional assets will be paid by the Bank separately?
a) At the end of warranty period, the asset will automatically become part of CAMC.

b) The number of Assets which will be part of CAMC during the quarter will be informed to the vendor and the payment will be made accordingly (based on the rates quoted by the vendor as part of Part II – financial bid) i.e. the Bank will pay the cost of such additional assets.
5. Specification of Card Printer Make and Model. As specified in the Price bid excel sheet, the make and model of the Card Printer is HID FARGO DTC 1500.
6. Whether revision in Minimum wages will be paid by RBI to the bidder? The Bank will compensate the prospective vendor for revision in minimum wages. The prospective vendor will be required to submit the documentary evidence of payment of salary as per the prescribed minimum wages (revised from time to time) along with the quarterly bill.
7. As per EPFO guidelines, if the basic salary is more than ₹15,000/-, the employer is allowed to contribute 12% of ₹15,000/-. Whether the prospective vendor will be allowed to follow the same practice. As the employer contribution of 12% is compensated by the Bank, the prospective vendor will be required to contribute 12% of basic salary.
8. All Assets to be covered under AMC should be in fully working condition prior to awarding the contract. Prospective bidder/s may like to visit the Bank’s office for verification as stated on page No. 49 of the tender document.

Corrigendum:

1. Clause 24A of Section IV - General Instructions to Bidders/Vendor and Special Conditions of Contract In case of two or more tenderers becoming lowest bidders, i.e. quoting the same amount, Bank reserves the right to obtain discount on already quoted amount in a sealed envelope from such tenderers and lowest among the revised quoted rates received would be considered as L-1.

A This document (Corrigendum cum Minutes of the Pre-bid Meeting) shall form a part of the tender/agreement.
B All the other terms and conditions mentioned in the tender document remain unchanged.
C The above amendments / clarifications are issued for the information of all the intending bidders.
D The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above.
E In case any vendors have already uploaded their bids to the MSTC portal before issuance of this Minutes of the Pre-bid meeting cum Corrigendum, they are advised to revise their bids and re upload their bids on the MSTC portal.
